A.     DHCD September 2022 Funding Round

In December 2022, the Baker Administration Awarded $93.4 million to building 790 homes in 14 communities.  NSD has the privilege of working on several of the projects funded.  The developers of these projects are now working on finalizing their drawings and putting together their debt and equity financing.  Thank you to former Governor Baker and Lieutenant Governor Polito for their commitment to affordable housing!

Cloverleaf Truro Rental Housing

Congratulations to Community Housing Resource, Inc., led by Ted Malone, for the DHCD funding awards announced in December 2023!  Cloverleaf Truro Rental Housing is an exciting new mixed income development on the Outer Cape where, as of December 2020, just 2.3% of the housing stock is affordable.  CHR was selected by the Town to develop the site.  The project will create 18 one-bedroom units, 13 two-bedroom units, six three-bedroom units and two three-bedroom plus den units.  Six units will be affordable to households earning up to 30% AMI, 19 will be affordable to households earning up to 60% AMI, eight will be affordable to middle income households and six will be market rate. 


Salem Schools (Award Announcement)

New Seasons Development is pleased to report that in December 2022, North Shore Community Development Coalition received a funding award for the adaptive reuse of two vacant former school buildings to create affordable housing at a mix of household incomes.  Located in the heart of Salem’s downtown and close to the commuter rail, Salem Schools will renovate the historic school buildings to create 61 studio, one-bedroom and two-bedroom apartments.  The St. James, located at 160 Federal Street in the heart of the national Federal Street Historic District, will create 32 units for seniors.  Hawthorne Lofts, a 29-unit development designed for artists with community facility space on the first floor is located in the heart of downtown.  Both buildings were offered to NSCDC via a long-term lease by the Roman Catholic Archdiocese of Boston and the local Salem parish.  The project is being funded using low income housing tax credits, historic tax credits, and state and city subordinate debt financing.  A construction closing is scheduled for the third quarter 2023.


YWCA Residences at Ingalls Court (Awarded)

The YWCA Residences at Ingalls Court is the first phase of an exciting new construction project for seniors.  Located on the Nevins Campus where the Nevins Nursing and Rehabilitation Center is located, YWCA Greater Newburyport and its development partner L.D. Russo, Inc. will create a campus where seniors can age in place gracefully and with access to services.  The first phase project involves the new construction of 48 one-bedroom rental apartments on floors two through five and Element Care occupying the first floor.  Element Care is a non-profit healthcare organization whose mission is to help older adults live safely and comfortably in their homes and communities for as long as they can, keeping their stays in hospitals and nursing facilities as minimal as possible.  All units will be accessible to people with mobility issues.  Thank you to DHCD for funding this important project, as well as Federal Home Loan Bank of Boston, North Shore HOME Consortium, City of Methuen, MA Department of Energy Resources, MassSAVE Incentives, and Farnsworth Foundation!


1201 River Street (Award Announcement)

New Seasons Development is pleased to report that in December 2022, B’nai B’rith Housing New England received a funding award for the new construction of 63 units of affordable senior housing with supportive services in Hyde Park.  The site is an infill parcel in a neighborhood in Boston where just 7% of the housing supply is income restricted compared to 21% City-wide.  This new four story building will include ground floor commercial space and a variety of amenities for its residents, including a fitness center, community room, library, laundry center, and an outdoor courtyard with seating, a bocce court and landscaping.  The project will be financed with 4% federal LIHTC, state LIHTC, and Tax Exempt Bond Financing, as well as DHCD and City of Boston subordinate debt, a Farnsworth Foundation Grant and MassSave Passive House Incentives.

52 New Street, Cambridge (Awarded)

We are excited to report that JAS Corporation was awarded funding from DHCD to create 106 newly constructed one-, two-, and three-bedroom apartments in a six-story building in Cambridge! Of the 106 units, ten will be Workforce units, reserved for households earning up to 80% AMI and three “CBH” units reserved for adults with disabilities earning up to 30% AMI and that would otherwise struggle to afford housing.  The remaining 93 units will be tax credit eligible and restricted to households earning less than 60% of AMI with 14 units further restricted to households earning less than 30% of AMI. 52 New Street is a transit-oriented, mixed-income, mixed-use community, featuring 3,000 square feet of retail space as well as resident amenities such as on-site management, fitness center, covered parking, storage, 1:1 bike covered parking, a roof garden featuring outdoor kitchen and lounging area, business center, and community room with separate conference room for community meetings.

62 Packard Street, Hudson (Awarded)

Congratulations to Caitlin Madden of Metro West Collaborative Development for its DHCD funding award for 62 Packard Street in Hudson!  62 Packard Street will create 40 new units of affordable rental housing, 56 outdoor parking spaces, and indoor and outdoor resident gathering spaces at the former Hudson Police Station.  The housing will be affordable to a variety of households with incomes up to 60% of the area median income (AMI), including 13 units for households with incomes up to 30% AMI and three units for households with incomes up to 50% AMI. The project, involving four buildings, is a neighborhood-scale project that balances housing and open space and is respectful of neighborhood context.  Many thanks to DHCD and the Town of Hudson for its funding of this critical redevelopment of Town property to create affordable housing!

B.     DHCD Permanent Supportive Housing Awards, March 2023

In March 2023, Governor Maura Healey and Lt. Governor Kim Driscoll announced this year’s Permanent Supportive Housing Grant Awards totaling more than $62 million in state and federal subsidies and state and federal tax credit allocations.  These awards support 12 affordable projects that offer specialized services to residents and create more than 460 housing units. Permanent supportive housing provides affordable housing for vulnerable populations with targeted supportive services to address a diverse range of needs, including case management, job training, childcare, health and support services.

Hamilton at Mount Everett (Awarded)

Hamilton at Mount Everett, an initiative of the Vietnamese American Initiative for Development, Inc. (VietAID), received a DHCD funding award in March 2023 to support the new construction of 36 rental apartments for seniors.  Located in a neighborhood where the housing stock is mostly 100+ years old, Hamilton at Mount Everett will provide service-enriched elderly housing in quality new construction on a long-vacant, underutilized parcel of land.  Residents will benefit from sustainable design, an outdoor courtyard, internal community space, and resident services.  Congratulations to VietAID’s Real Estate Director Eric Fellinger and its new Executive Director George Huynh!

C. City of Boston, Mayor’s Office of Housing Funding Announcement – February 16, 2023

In February 2023, Mayor Michelle Wu announced $67 million of funding awards to 17 new affordable housing projects across eight neighborhoods of Boston.  The influx of funding will help to create 802 units of affordable housing across the City.

McDevitt Senior Homes

Congratulations to Donna Brown, Executive Director of South Boston NDC for its award of City of Boston Funding for this important Senior Housing project in South Boston!  McDevitt Senior Homes involves the renovation of a 1925 convent building that is currently owned and used by the Paraclete Foundation for an after-school education enrichment program for grades 4-8. The program was closed in 2020 due to COVID 19 and has not re-opened. SBNDC proposes to purchase and rehabilitate the building, and add an addition at the rear, for approximately 35 units of affordable senior housing, one resident manager unit and common areas. The new construction and adaptive reuse components will be connected for one integrated building. 


D.     Dept. of Housing and Community Development- May 18, 2023

Congratulations to Gail Latimore and Marcia Thornhill of Codman Square NDC, as well as Real Estate Director Tim Caplice and Project Manager Kiele Mauricio (pictured with Wendy Cohen) on their DHCD funding awards for the Talbot Commons II project on New England Avenue and Spencer Street in Dorchester! The development will include 42 transit-oriented apartments near the Talbot Ave commuter rail station. All units will be affordable to households with incomes at or below 60% of median, with a set-aside for 50% and 30% AMI households as well.
